Is this the same Eric Holder that sold 2000 guns to Mexican drug cartels and then tried to pin it on license gun retailers in order to crack down on guns/ban? Same Eric Holder that’s responsible for death of border agent?

It does…odds are he ia right. A president can be but it would be up to the justice department and thats not gonna happen.
It is possible that one of the 94 individual United States Attorneys Offices might do so, particular where no Presidentially appointed United States Attorney currently sits.
Also, a State Attorney General might do so.
Presumably, if any such attempt was made, the President would file for a Writ of Habeas Corpus with any United States District Court and most likely any prosecution would be held pending the initial ruling on the writ and any appeals therefrom.
Eric Holder also claimed a sitting president could legally whack a US citizen, so there is that.
