Because the FCC mandates âsyndicated programmingâ in that time slot and the FCC, without congressional approval, can enact any regulation its bureaucrats and anti-corporate conspiracy theorists dream up.
Thatâs the wayo ur bureaucracies function.
They answer only to the president, and they can enact any weird, hair-brained regulation they see fit. (Including mandating that the major networks can show only syndicated programming from 7 pm-8 pm).
