I would start with the departments from worst to less worse. I could make a list of government spending that should be cut that looks like the dream list a kid would give Santa.
Departments of Energy - Gone
Department of Education - Gone bye bye Departments of Housing and Urban Development - Gone
Department of Commerce - Gone
Department of Interior - Gone
This alone would cut over a trillion a year in spending.

There is overlap and waste, certainly. But blame that on both parties.

Most of those department’s work should be handled by the individual states.
I’d keep the Dept of Commerce since the constitution specifically grants the Federals power to regulate interstate commerce.
