The links between China and Russia and western environmental groups go back many years. Russia and China usually let their allies handle things rather than risk obvious direct actions.
For example, Russia has long been supporting western anti-fracking groups, especially in Europe. This strategy has prevented Europe from producing its own natural gas instead buying Russian gas.
Similar support from China has allowed it to vastly increase its carbon emissions with scarcely a whimper from western environmentalists who attack fossil-fuel use in their own countries.
