There is growing fear that Trump plan to cut all FA to El Salvador, Honduras and Guatemala will increase the flood of refugee and not combat it.

could a mix of border security and foreign aid to help solve violence, food shortages, and political unrest in these countries lower the flow of refugees?

I’d reappropriate that money to an effective border and bam…problem solved.

In theory, yes.

In practice, foreign aid very rarely gets channeled to the people that need it.
