Carpetbagging ok again?

Switching Congressional districts within states is not carpetbagging and never has been viewed as carpetbagging and has frequently been done by many members of both parties. The Constitution does not even require members to live in the districts they represent. Dr. Oz and Hillary Clinton were carpetbaggers. These Congressmen of either party are not. There is no such thing as in State carpetbagging. Carpetbagging involves switching States.
