Whatever process the law requires to a) make sure they are actually an illegal alien and b) as part of that surety, giving the potential deportee a chance to challenge the order in case it is a mistake.
As I have mentioned several times, about 1% of all deportations are US citizens or legal residents deported by mistake.
When that happens, it costs taxpayer dollars because the person deported by mistake usually gets a settlement to make them whole for the injury caused.
You should be happy such procedures are in place.

No. It actually says 70 “potentially” citizens. They could all be non citizens.
I found it interesting that it says ICE questions detainees to see if they could have somehow gained citizenship even if the detainee does not claim citizenship.
