Yes absolutely, and it is hardly a matter of “considers.”
(I know I know SOME people say "If a s uniformed soldier attacks another uniformed soldier that is terrorism same as blowing up a school bus. One man’s terrorist is another man’s . . . but you are too smart for that.)
As recently as 2021 (last official report) Iran continues to provided arms, training and funding to militant groups in Bahrain, Iraq, Lebanon, Syria, and Yemen.
Groups they sponsor include
Hizballah,
Palestine Islamic Jihad
the Popular Front for the Liberation of Palestine-General Command.
the al-Ashtar Brigades
Saraya al-Mukhtar
Houthi militants
Iran continues to harbor AQ leaders (which is odd because some AQ groups have carried attacks in Iran against Iran) Iran also helps AQ funnel money.
When my daughters ship was deployed to the gulf, they stopped 2 vessels coming from Iran, one was carrying tons of rocket fuel components and the other around 20000 AK’s. All that 6 billion will do is enable them to ship even more, and anyone who thinks the “safeguards” or “conditions” placed on what the money is to be spent on will be followed…is either blind or stupid.
Every time I read a story like this, I wonder why Americans are frolicking around in countries where they can get snatched up so easily. Like, this isn’t new.
I thought the same but still this is a heart-warming story:
A US Navy veteran got unexpected help while jailed in Iran. Once released, he repaid the favor
[A story on Yahoo News that warmed my heart and kudos to the sailor].
And thank you for your service.
WASHINGTON (AP) — President Joe Biden announced new U.S. sanctions Friday on “some of Iran’s most egregious human rights abusers” as he marked the anniversary of the death of 22-year-old Mahsa Amini, who died while being held by the country’s morality police.

Didn’t the WH just release money to pay ransom for hostages?
