As I remember Bush did a similar speech as Biden did. And the House voted unmistakably to fund the project. I don’t get what is different now with this situation.

I don’t like that an essential infrastructure project depends on satisfying them.
But it is okay if it \
- depends on satisfying Davis-Bacon (prevailing wages)
- environmental impact studies?
- depends on getting loaded up with pork etc.?
Are you okay to delay the bridge reconstruction for those things?
Because the GOP position is that bridge reconstruction should NOT be delayed for those things and that fact is right in the very document you posted.
I ask again, did you read it?
