The details are coming out that this was a DUI with driver being unable to read ONE WAY DO NOT ENTER.

By all accounts the women killed were sweet innocents who should not have been in harms way.
According to a criminal complaint obtained by Pittsburgh’s Action News 4, the Silverado driver, later identified as Pedro Olan Morales, was found inside the truck with numerous alcohol bottles following the crash. When he was pulled from the truck, officials said he had “a strong odor of an alcoholic beverage on his breath.”
Officials later questioned the man at the hospital, who told police he was the sole occupant of the vehicle and did not remember the crash. He relayed to officials he had two beers before driving.
Morales only spoke Spanish, requiring a translator to read him his rights and relay questions, the complaint continued.
“From the moment we got the one call to the crash, it was a very short time frame, so it seems like they found the wrong way on an on-ramp right there near mile marker 71,” Gagliardi said.
Police said in the complaint Morales had recently moved to the area and could not remember his current address.
He is now facing multiple charges, including involuntary manslaughter, reckless driving, and aggravated assault by vehicle.
This is a problem in trucking as well. Not just Spanish, Russians, Africans and Indians as well. On occasion, once every 2-3 months I’ll get a truck driver use his phone to speak to me. They’ve loosened the rules to allow a translator. Those drivers should not be on the road.
Some states are cracking down on this. You have to be able to at least get by with reading and speaking English. I’m pretty sure Arkansas is enforcing it now with $500 and $1000 dollar fines.
Agree that this is a significant issue. Common English proficiency saves lives. Automakers are forced to engineer in safety so too should the government be forced to insure the regulations are understood by drivers in one common language.
