I remember the toy M15s and 1903 Daisies we used for JROTC drill did not have such a cap, but then again, it was school property and we were under the instruction of either the Master Seargant or the Liutenant Colonel who taught the class, and storage room was locked at all other times- so it’s not like we were handling them unsupervised.
