Not at all. The line we are given about requiring a government issued photo ID to vote disenfranchising minorities is that a lot of minorities don’t have such an ID and have difficulty getting one. That is what is ā– ā– ā– ā– ā– ā– ā– ā– ā– 

The totality of your brainwashing is impressive. No Party is trying to prevent minorities from voting. Requiring proof of who you are before you vote does not prevent anyone from voting. But it does help protect the integrity of the electoral system regardless of who you are and which party you are voting for. The only way to ensure one-person-one-vote is to require each voter to demonstrate their eligibility to vote and to show proof that they are the individual who is voting.

One reason is to keep it in the spotlight. Government policies, over time, can become the norm. They need to be a lot more careful about this stuff and consider the unintended consequences a lot more thoroughly.
