1st comes (hopefully) the SCOTUS ruling that State Governor’s, Secretaries and even Judges were not empowered to do from a US Constitution standpoint what they did respectfully concerning the Federal Elections only. In which case State Congresses may then be instructed from the Supreme Court to remedy the damage themselves. Then to your main point those State Congresses remedies could come back to the Top Court in the Land in brand new cases.

You have to request an absentee ballot from the Board of Elections of your domicile. “Early voting” is done at select polling locations where you live. Absentee ballots (used to anyway) were required to be postmarked by a certain date to insure delivery by Election Day.
The mail in voting scam is neither other than you could mail or drop box the ballot long before Election Day. Requests and multiple requests for mail in ballots (my wife and I received three) were sent unsolicited. We shredded all of them; we always vote in person.
