I think Schumer was relaying a threat from some career federal workers that Schumer knew. Obviously Schumer knows a lot of people who have been working in the federal intel agencies, and other agencies.
Schumer knows how vindictive and destructive government bureaucrats can be. If the right people decide to use their powers in government against someone, it’s nearly impossible to prove it, nearly impossible to prevent it or survive it.
Even in a small town sheriff office, if they want to plant evidence, or falsely testify against a citizen, most all of the time, the crooked cop wins, you lose. Just watch a few documentaries on innocent people who went to prison for murder, because a corrupt DA was able to falsify evidence for no other reason than to put another notch in their win column, or to hurt someone the DA didn’t like.
