So how does that tie in with “sex saturated culture”?

Are the seamen not grown ups?

Any place I’ve ever been a new hire, the sexual harassment policy was clearly explained. Matter of fact, since the United States Armed Forces are a government employer, having worked myself for the V A, the policy regarding conduct that can be construed as sexual was so emphasized that a particular benefit that would have been of use—public transit vouchers—was not mentioned in the New Hire Orientation.

IMO A majority of men & women in the workplace don’t conduct themselves in such a manner. And the small percentage who do probably would lack that sense of boundaries regardless of the culture.

Yes, they are all grown ups. That is the problem. Sex is what grown up do.

A submarine is not just “a work place” it is a very confined space with a high density of people (much higher than in a typical office) where the crew works, lives, socializes, recreates, bathes, and sleeps in very close proximity to each other with very little privacy with no breaks for months on end. To expect young healthy males and females at the height of their hormonal years to act and behave like they are working 9-5 in a formal office setting is unrealistic at best.
