News reports are that Russia is sending medical specialists to Italy to help with the outbreak there:
The Russian Defense Ministry said that military transport planes would deliver eight mobile brigades of military medics, special disinfection vehicles and other medical equipment to Italy from Sunday. Russia will also send about 100 military specialists in virology and epidemics, the Interfax news agency cited the defense ministry as saying.

More likely scenario…the average Russian doesn’t have enough money to buy food, let alone travel anywhere.
How do you think the US got it? Patient zero traveled to the epicenter of this disaster in China, then came back to the Seattle, Washington and it spread from there.
Since the average Russian can’t travel, they can’t get it. Simple enough.
Since the Russian abandoned Communism, there are plenty of Russians with money and the ability to travel.
I visited Rome in January a few years ago and heard many people speaking Russian. They like to the go to Italy to avoid the Russian winter.
The whole world should speak Russian.

Regardless they have plenty of tourists that come into Moscow but the Russians I am pretty sure were the first that implemented the travel ban from and to China.

I can’t see how any reasonable person would read that as anything differently than the total testing capability.
