IMHO Russia is simply hiding the true number of cases.

Not that it would be reported, of course.
I can think of a few reasons. It’s currently winter there. The regions that border China are arid and well in the negatives, like Ulan Ude. Not a lot of movement in the Asian half until it warms up.
Also, covid is the least of their concerns given the alcoholism.

If you look at a map of countries with coronavirus, it is obvious that other than the originating country of (shall not be named to avoid racism) it is highest in countries that have high rates of travel both within and without of the country.

Good question.
I’m thinking more about those few well-to-do individuals traveling to China and returning with the virus. I tend to agree that it is unlikely those living in huts in the countryside would contract the virus.
The CDC refused to test anyone without a contact with travelers from China and Washington state officials refused to allow testing of samples from and ongoing flu study:
Federal officials reportedly told a Seattle lab researching the flu not to test swab samples for coronavirus before the outbreak took hold of Washington state — a potential missed opportunity early on in the US outbreak.
. . .(state) officials consistently rejected the idea on public health and privacy grounds, even as the spread continued throughout the state. Officials also said the study did not have explicit permission from its subjects to use their samples for coronavirus testing, and the study was not certified for clinical testing.
In late February, Chu began testing the study’s participants for coronavirus without government approval, which confirmed at least one positive case, The Times said.
The researcher had to ignore government officials in order document the first case of community transmission in Washington state.
The bureaucracy in the US may be even worse than that in Russia.

A friend was telling me that you need permission from the government to move to another locale. Not sure if that’s still in place as a rule.

None of which says that lack of testing caused the outbreak.
Chances are, the individual who carried the virus into the old folks home did not have any symptoms that would have caused them to seek medical attention and thus be tested.
