If an American citizen doesn’t pay his taxes? Fines and prison
If an illegal alien doesn’t pay his taxes? Forgiveness.

I don’t recall whether the amnestied alien was supposed to even pay his back taxes or not.

Yes. Only undocumented minors who graduate from a California high school can potentially get in state tuition. There is nothing that says they’ll be accepted. If they are, they pay in state tuition unless they get a scholarship.
