That’s for illegals. The kids are already established at a domicile.

Nope, I graduated from high school and served in the military. If I move to California to go to school, I’m ineligible for their benefits.

You left out a big one. In those proposed amnesties (2013?), as I recall one aspect was that there would be no penalty for back taxes.

Yes. Only undocumented minors who graduate from a California high school can potentially get in state tuition. There is nothing that says they’ll be accepted. If they are, they pay in state tuition unless they get a scholarship.
