Perhaps he was referring to our badly depleted stockpile of conventional Tomahawk missiles the inventory for which was critically low following heavy use during the Obama Administration without replenishment?
Yeah that has to be it.
We were so hard up for Tomahawks by the end of his presidency they were actually looking at removing the nuclear warheads from some of the strategic stockpile and replacing them with conventional warheads.
