You are quoting a US source with close relationship to the US government that is minding reading the Russian position. That is virtually meaningless in my book. If you want to claim the Russian government is blocking aid, then quote them directly.
Fortunately news from Turkey is that the US is granting special licenses that may allow aid to get to earthquake victims in Syria. A resolution about border access means little if the US continues punish people who use them.
NBC has history of employing former government officials as “analysts”. That is especially true if they came from a three-letter agency. Here is a report from 2018:

I agree government propaganda on NBC is no secret. In the case of John Brennan, he has brazenly lied repeatedly to push his narratives, yet he is still appearing on NBC.

As far as Syria, you still have not answered the question about US sanctions. You seem more concerned about smearing sources than people dying as a result of US sanctions.

Instead of bringing peace, the end of the Cold War has brought one war after another. The people of Syria have suffered terribly. They are far worse now than when the US escalated intervention in 2011.
There was time when US media question sanctions that killed huge numbers of people in the Middle East. Now they don’t even bother.
There is a distinct tendency for earthquakes to cascade east to west across Turkey as each quake loads up stress on the next fault line. This will happen over a course of years and then the cycle begins again. If it is at this magnitude relatively early on the faults unzipping it may be one bumpy ride.
A Dutch scientist has made news with a prediction about an (eventual) earthquake in this region only a few days before the actually quake. Given the geological and historical records, saying that there will be an earthquake in a seismically active area is pretty close to a sure thing.
