Yes, US sanctions severely restrict private humanitarian aid to Syria. Some forms of aid are illegal. Others are technically legal but require special licenses with huge penalties for even minor infractions.

No. Private is private. IMO they can donate to anyone they like so long as it’s not to opposition during a war.
