The leaders of these cities were voted in by those that live there. Obviously…by their actions/inactions, this is what these people who live , work and have businesses there…want? If not, vote those into office that have your best interests in mind when conducting the city’s business on a daily basis…and it really is that simple. Oh…there is another way…ruin your area by your inactions and then leave to go attempt to ruin someplace else?

There is a CA prop 22 to restore allowing Independent Contractors —that ban has heavily effected people. Obviously unconstitutional. The ban damaged business and Independent Entrepreneurs. This happened way before Coronavirus

The taxes and cost of living are substantially higher in these states. Property taxes in NJ have skyrocketed in the past few decades, significantly outpacing inflation, the cost of healthcare and education.
