This is easy. We could cut their taxes to zero and they would not have any incentive to lower prices. They never do.

I think that cutting spending should be a priority and then after spending is properly allocated then increases should be instituted if appropriate. It should be both.

We are not in an economic spiral such that spending cuts should not be implemented.
