Perhaps you reopen the economy but ban all personal travel and only allow travel to and from work. Strictly enforce social distancing mandates.

I am not an expert but I suspect the virus will remain a threat until we have a vaccine or we have developed herd immunity. The challenge is what do we do between now and then.
I do not pretend to have the answers and the next few weeks will be interesting to see if those states that are reopening are impacted negatively.
I honesty want to be proven wrong but if we do see huge outbreaks of the virus we could go back to an even more draconian lockdown.
Its a precarious balance we have to achieve.
It’s says “provide…for the general Welfare”. What am I going to tell you is something that I’ve believed for many years: programs that fund things are not exercises of authority, and since the word “provide” is used instead of “promote”, then I think the text clearly refers to funding and not a power to restrict or compel.

I don’t think you understand economics. Certain sectors will be hard hit? With high enough unemployment, every sector will be hard hit. One effects the other. Do you know that poverty will kill MORE than this virus if we keep this insanity up?
The airlines aren’t going to get to anything remotely like normal for a long time regardless what the government allows.
I think the term you are looking for is “commerce”.

they can provide for it many ways, not just spending money. the nations welfare is provided for by keeping its people healthy. i have only one caveat, and that is that any provision must be for the whole nation, not selected individuals at the expense of the rest. taking my money from me to provide it to someone else doesn’t provide me with a damned thing. i say this because “welfare” is not the last word in the sentence.
Nothing, it was derived from a serious of court decisions expanding Executive power and Legislation doing the same.
“To Provide for The General Welfare” is one of the most abused and intentionally misrepresented lines in the entire constitution.
The Taxing and Spending Clause makes that abundantly clear.

That’s a given but if they were smart they’d be buying all the cheap oil and storage capacity the can for the next 30-60 days.
When oil returns to the 30-35.00 mark they can sell it and buy years worth of Jet Fuel for almost nothing with the profits.

No, the preamble does and that’s what they cling to which has no force of law while ignoring the Taxing and Spending clause which does.
We the people of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America.
They read “provide for” where it actually says “To Promote”.

the key here is “of the United States”, as in the whole nation, not just some people at the expense of other people. i think it more refers to the fiscal health of the nation, but the text is what it is. So long as the action is taken to benefit the nation as a whole, the congress has the power.
