He later explained the comment at a congressional hearing:

House Republicans repeatedly challenged the FBI agent on whether he held bias while investigating then-candidate Donald Trump.

If an FBI agent made a similar statement about the smell of Obama support in a poor inner city area, would it be considered racist?

Is prejudice against people from another part of the US a form of prejudice against people based on national origin?
