Ah that’s an interesting situation because if you accept that no restrictions are permissible under the 2A (and I absolutely reject that premise) it would mean than no taxes could be charged for firearms and/or ammunition. According to that premise it would be argued that adding taxes would infringe the person’s rights under 2A to own a firearm. Patently, that argument and the premise are nonsense.

Because it’s usually in response to someone wanting prior restraint or to remove or curtail that right without due process?

No, I believe it’s from people that think it means absolutely no laws may be passed effecting guns in any manner.

Really? I don’t see anyone insisting prisoners be given guns in jail. Or that people should be able to be armed in courthouses while they are on trial.

I suggest you read the reason for those requirements. Every able-bodied adult (men and women) are required to do military service. Every ex soldier is required to be armed.
