Ground and surface water comes from atmospheric water. The amount of water on Earth is essentially the same now as there ever was. But humans for the most part, only tap water for their use at one point in the water cycle.

Condensers to capture water from the air are impractical for most locations (particularly for high volumes) and making it rain only helps the area over where it rains unless you can capture it. The later also comes with some risk as it is very difficult to control the quantity of the “harvest.” The biggest problem man has with the increase in atmospheric water due to higher temperatures is keeping it from raining when you don’t want it to rain in amounts that are too much to deal with. The frequency and severity of floods is on the rise.

It is used for modern comforts in the middle east. It was used to fend off rain storms during the Beijing olympics. It was used against the Viet Cong on the Ho Chi Minh Trail.
