You are on the right track. Putin isn’t insane, but his personal vision of Russia, combined with the lack of restraint often seen in long term strong man rulers, tends to drive his train. He is an ethnic Russian, but a son of the Soviet Union at its height. He sees the former Republics as break away regions of the country of his heart (the Soviet Union).

The Belarusian Foreign Minister, Vladimir Makei, has died without explanation. According to Belarus-owned news agency Belta, Mr Makei “died suddenly” at the age of 64, having served in the position since 2012. 4 days prior to his death, Mr Makei visited Yerevan in Armenia, and just yesterday was seen meeting Archbishop Ante Jozic - suggesting the death was not the result of a prolonged illness.
The Kremlin’s foreign ministry said Russia was “shocked” to hear of the death. The press secretary of the Belarusian Foreign Ministry told Sputnik that Mr Makei “died suddenly a few hours ago. There were no signs. A great loss for all of us.”

The same time it has been restricting pipelines and drilling, Biden Administration quietly approved a new terminal off the Texas coast for exporting oil to Europe.

Or Biden escalated the proxy war that had been going on since 2014 in hopes of provoking a Russian response. The response would be then used as a pretext for western sanctions and massive military aid.
The sanctions allow US energy industry to make more money even as Biden prevents new oil drilling and new pipelines. The military aid allows the American weapons industry to make huge profits.
Europe gets screwed. American consumers see record inflation, but people who matter make more billions.

Neither. He is a puppet of people who actually run things in Washington.
It is obvious that the sanctions are benefiting US corporations while they are wrecking Europe. At the same time, they are doing little to hurt Russia.
The fact that European officials are only now acknowledging the obvious implies that they are either incompetent or vassals of Washington. Either way Europe will get screwed big time for the foreseeable future.
