All people receive civil rights. The US takes the position that civil rights are “endowed by the creator” and that the government is established to insure that people receive those rights.

The founding document says “all men … endowed by their creator with certain unalienable rights”.
Allowing that the 18 century usage of “men” includes everyone, then people have rights not just citizens.
