I think you’re mistaken about that. If you are denied entry at your destination, the airline is responsible for returning you to your port of embarkation at its own cost, so I’m relatively sure that they are going to require proof of vaccination.

That is not true. First most people have a return ticket. Second airlines are responsible you have proper passports and visas. To get the VISA you have to prove it to them not the Airlines, falls under HIPPA.
