They morphed into fascism more than communism these days. Meaning the govt is a complete tyranny, but they allow business to run themselves largely… As opposed to the old USSR where all production was run by the state, or like Venezuela having the military run nationalized business.

Context is key.

Tariffs work perfectly well at a certain phase of a country’s economic lifecycle.

We used tariffs to great effect when our economy was in it’s developing phase, just like China did.

Out of context sentence? It literally says revenue dropped in July. Also, February, March, May and June.
