There is no simple answer and your three choices are a non starter.
Your choices imply North Vietnam was a superior military power that defeated America militarily on the battlefield. Nothing could be further from the truth. America was never allowed to flex their muscles and the DEM controlled congress cut the legs out from under the military in Vietnam by legislatively cutting off the funding for further action.

If a horse is held back by a jockey in a horse race to not show it best. The race is recorded as a loss.
That the United States was held back to not show its best, it’s still a loss.

Militarily speaking we won. The NVA and the VC never defeated the US military in any major battle during the Vietnam war. We literally won every single engagement. The goal for most of the war was to go out from US bases and kill the enemy.
On that front we decimated them. The NVA/VC lost over a million KIA on the low end. We lost 66,000 through all causes. A price that was far too high, but our men decimated the enemy in return. It was incredibly one sided when you look at it solely from a tactical point of view.
Politically speaking, South Vietnam no longer exists. So politically yes we lost since the overarching goal by the politicians in Washington, at least until 1973, was a stable South Vietnam that could resist the NVA. We pulled out conventional ground troops in 1973, leaving just air support and special forces for advising the south Vietnamese army in what Nixon called Vietnamization.
The South Vietnamese would take up the day to day hunting of the enemy while we provided air support and US Army special forces would transition back to advising their field units, similar to their deployments from 1961-1964 when the war went hot for us. This would have worked for the long haul. US forces are always somewhere fighting worldwide and have been ever since the end of World War II. There’s nothing wrong with it. It’s part of being a world power.
Then in mid 1974, Congress cut the legs out from under the Vietnamization plan by cutting funding for “Operations across Southeast Asia.” The air support was withdrawn and the Green Berets were recalled to the states because the executive branch and the military no longer had the money or even the authority to continue with support operations.
We essentially abandoned the South Vietnamese army. And still they fought hard against the NVA assault that came across South Vietnam once the NVA leadership realized we weren’t going to respond to their open border incursions. But it wasn’t enough. They were destined to lose.
Had we simply kept the air support in place and allowed our special forces to continue training and advising them, we have probably ended up with another South Korea. Instead we abandoned them.
