A receipt was issued and made public. There’s also a picture of the seized boxes.

Could they have lied on the receipt? Sure. But remember it is a legal document, perjury is a crime, and an actual person is responsible for the contents of that receipt.

So yes, based on this, I speculated that the passports were with the seized documents, and I don’t think it was unreasonable.
