You think the classified data belongs to the government and the agencies like the records department set the policy.

That’s incorrect.

All classified data is controlled by the president, and all the policies, and agencies concerning it work for the president and derive their authority from him.

You’re backwards.

Even if Trump could secretly and retroactively declassify information, the physical documents that contain that information do not belong to him.

Name who they belong to that don’t work for him?

The documents belong to the American People and kept by the Archives.
