The distinction you are make is irrelevant.

Regardless of how the money is gained or collected… an entity can use that money to invest for growth and/or for monetary ROI. Why is this even up for debate?

Do you think “invest” means you must get a monetary return?

Nonsense. Protecting an investment is not an investment. Depreciation and repair/replacement costs are subtracted from profit.
