They were made public. He dispersed them to several people one of whom leaked them. Through his recklessness or intentionally (I doubt if the leaker would admit it) he was responsible.

Recklessness? What the ■■■■ are you on about. The documentation, notes, memos that Ambassadors create are seen by a variety of people. Everyone agrees he is the only one blameless in this leak.

Everyone does not agree because that is nonsense. To write personal attacks like this a diplomat should be careful to see that they remain only in official hands. There is no reason to spread these personal attacks all over the place.
If they did remain in official hands, then, ambassador or someone in their diplomatic or foreign office (i.e. a government representative) was definitely responsible for the leak…whos only possible purpose is a political attack on our Head of State.

So…now that a foreign country has become involved in our election process in favor of the Democrats, can we ever say that if the Democrat wins the 2020 it may well be due to that foreign interference, and he/she is not legitimate, a la ex Pres Carter?
The real question is if Democrats who repost his comments are colluding with a foreign power.

What was the collusion involved here? Retweeting tweets that were supposedly started by the Russians…in that case with no evidence that the retweeter knew the supposed original source.
So I am basing my argument on established Dem poster arguments that posting statements by officials from foreign governments because they are favorable to your candidate is collusion.
