There is no reason to embark on a “Tia not” “Tis so” back and forth. The reporters have the document. Very few trust their word without verification. They have it in their power to put the book on line. If they choose not to, their claim remains dubious.

Kayleigh McEnany doesn’t even try to claim the book contained a comprehensive health care plan anymore.
Asked whether the book was empty, McEnany said in a statement to Forbes the book contains “everything President Trump has signed – executive orders and legislation – to improve healthcare for Americans” during his presidency, adding, “All of these items are public, just compiled in one place in this book.”

I deduce that’s what Trump meant by the message he gave her to deliver. It’s clear that the two side have not been available or willing to negotiate on health care, and Trump has not claimed to have a comprehensive health plan in terms of legislative bills queued up. His goal was to create around success the unity needed to fashion a bill both sides would embrace. That success was arrested by the Covid19 outbreak.
But he has been strategising re health care piecemeal in the interim via EO’s and regulation changes. For instance “The Right to Try”. If those piecemeal moves fit coherently into Trump’s broader vision for healthcare, they are parts of his healthcare plan. If they were collated into a folder, they would be what presently exists of Trump’s health care plan.

Yeah, but Trump said he would unveil a health care plan on day one. He didn’t say a ‘series of piecemeal actions.’ He said a plan that would be better than the ACA.
He didn’t.
Recently he said hew ould release his plan - not piecemeal actions, he said ‘plan’ - in tw weeks. that was about 6 weeks ago. He never did.
He told Leslie Stahl he had a plan. Not a series of piece meal actions. He said ‘plan’ then he gave her a binder that did not have a plan in. it.
He does not seem to have a plan.
If he had a plan, he should articulate it.
