Who is making stuff up? I understand Hyperbole. The president did not exhibit anything hyperbolic in his statement. I think there is some issue with the understanding.

My honest opinion is that he lacks the intellectual capacity of a fair portion of high school seniors these days. And I can say with near certainty that he’s nowhere near as inquisitive of them…

I just clarified what I honestly think of Trump. There are no memes involved. I sincerely think he likely only has a double-digit IQ.
Clearly he struggles with the concept of water. I mean “record deep” in Michigan and Puerto Rice is “an island surrounded by water, big water, ocean water.” He thought health insurance cost less than $20 a year for people. He thinks you need an ID to buy groceries… I mean the list goes on and on and on.
And there you are. You can’t argue with my statements of fact, and you can’t deal with my taking exception to him speaking nonfactual statements, which are grammatically incorrect as well.
Again, what purpose does trumps alleged hyperbolic speech serve?
As many Trump haters have pointed out, Trump is fast and lose with the facts. That is who he is.
My extensive reading tells me that he does that on purpose knowing that most reasonable people understand the message he is conveying, despite his hyperbole and boisterous behavior. On the other he knows full well that it will drive his distracters crazy.
