“Important verbal agreements” were reached at the Helsinki meeting, Russia’s ambassador to the United States, Anatoly Antonov, told reporters in Moscow Wednesday, including preservation of the New Start and INF agreements, major bilateral arms control treaties whose futures have been in question.
