They don’t need to. TSA is doing an adequate job at our airports (and not very many people smuggle in inside baggage.) At the border, however, INS and CBP and other Agencies responsible of securing our border, are slacking off (at the direction of the Administration) on the job.
Of course that is a voluntary search.

It’s not just about driving, it’s about driving across a national boundary. When you drive across the border to another country, you must consent to the laws and regulations of that country. It’s the same as flying. If you don’t like the rules, don’t do it.
