San Francisco will soon become the largest city in the country to give “non-citizens” the right to vote in local elections; setting the stage for a potential legal showdown with the Trump administration in the coming months.

Unfortunately, the federal constitution only bans non-citizens from voting in federal elections. It leaves state and local elections up to the states. The federal government should require that, in places like California, the federal election ballot be completely separate from the state and local ballot and not be available to non-citizen voters.
