Time for the United States to sign and ratify the United Nations Mercenary Convention

This type of activity can interfere with foreign policy and national security. The government gets to do a lot of prohibiting under those umbrellas, constitutionally.

There isn’t a very large jump from export controls to prohibiting this.

I will respond to other posts later, just wanted to address this right quick.

I am well aware of privateering.

I am also well aware that privateering has been banned by treaty for decades.

At some point, the United States outlawed privateering by what is now 18 Stat. 1654. I am not sure of the year the originally statute was enacted, but it was after the United States had put together an effective sea-going navy around the time of the Spanish American War.

Thus, outlawing mercenaries would simply build on our already existing policy of outlawing privateers.
