It wasn’t oil companies that restrict pipelines and put large areas off limit from drilling. They have a thing going called competition. Stop threatening them with imagined preventing internal combustion engines that won’t happen and we will have more refineries.
All price controls ever accomplished was shortages.

For a while under Carter you could only buy gas every other day.

Here in Texas and certainly some other states it was applied as was necessary to prevent even longer lines as people topped off cars. It was alternate days, but apparently based on license plates.
