He can direct that the process be started (via EO), but the Secretary of State, in consultation with the Attorney General, is the one who makes the actual designation, and under a very proscribed set of conditions, and he MUST declare his intentions to Congress seven days before it’s done.

The AG is not a part of it.

wrong. all these people are members of or in the employ of designated foreign terrorist organizations and planning, or attempting to make incursions into the US. They are enemies; made so by their own actions. Yes, we do kill enemies and we don’t need a trial to do it.
