To suggest this doesn’t imply here is to suggest the US military can kill whomever they want as long as we aren’t at war with those people and that they are in international waters.

I made no such implication. But isn’t the point. The point is that the DoD manual does not apply to the situation. If you want to support your “criminal” allegations, you’re going to have to find a law that applies. As I said, the closest international legal auspices I can think of is that covering high seas piracy, but obviously, illegal drug running isn’t that. There may be no international law covering this situation, which would mean that it is neither legal nor illegal.

These people are international criminals engaged in criminal activity. The closest equivalent we have for which to apply international law is high seas piracy.

When did our laws change where the penalty for drug smuggling is now summary execution without a trial?

And when did the enforcers of such changed law become the military?

In what jurisdiction are these alleged executions being carried out? What law?

That’s easy. Venezuela has 300 billon barrels of oil reserves.

And Trump has threatened to make military strikes on the Cartels in Mexico, but our relationship with the Mexican government is very different than our relationship with Venezuela’s government, and they said no.
