How would we know? Even if the WPA is applied (which is still debatable,) the Administration has 60 days to respond to a negative response from the oversight committee.

I don’t think this is authoritarian but I do think it’s slippery-slopery.
If this is the new rule, I think it’s fair to say we all have some wish lists for these bombs.

The whoever is the slippery part.
Today it’s Venezuelan speed boat people, tomorrow it’s whoever else.
Everybody wants a crack at that remote now. And lots of people have wish lists.
It would be good for the Administration to be proactive. If they are putting up roadblocks it would make observers skeptical of their decision making in target selection.
You have no authority to tell me what I’m talking about. 
We crossed that bridge decades ago. At least this time, no bombs were dropped on any sovereign countries.
I don’t think there is anything Trump can do to make his skeptics happy.

The days of the US bombing smaller nations with impunity are pretty much over given the advances in missile and drone technology.
Missiles and drones from Venezuela can hit cargo ships in waters near the Panama Canal and can hit US Navy ships in the Caribbean. Russia, China, or Iran could provide Venezuela with hypersonic missiles that could hit targets on the US mainland.
Ukraine demonstrated drone attacks launched from shipping containers that hit targets deep in Russia. The same thing can happen in the US.

Trump has not ruled out strikes within Venezuela.
Even if he has zero intentions of it, why would he rule them out?
