Trump set the stage to what future Republican policy could be built on, but it has not been fleshed out.

Somebody has to collect tax for common defense (if nothing else), somebody has to investigate national crimes, and somebody has to manage espionage.

Those jobs need to be done, although those specific agencies are not required.
