The 15th simply says you cannot be denied the right to vote based on being a former slave or by race, there are many other disqualifiers left open.

But Congress may by a vote of two-thirds of each House, remove such disability.

Nowhere in the 15th does it say the right only extends to protected classes. It applies to all races equally.
