Usually the most populous states- Texas, California, Florida, New York.
It actually surprises me that the Democratic Party hasn’t changed this over call outs of racism. Iowa is over 90 percent white and New Hampshire is 93 percent white. That just seems really out of touch with the party.
Well, primaries are government run, and caususes are not, so sometimes those rules and regulations make things work better.
With spygate hanging over their heads it will be years before they get the results they want.
Mandated by the National Parties. They could issue a rule that says unless your delegates are selected by primary, they will not be seated at the National Convention. That would force the State Parties into line real quick.

This (and prisons) are one of the few areas where I support government picking up the tab in the interest of the greater good.
A result like in Iowa is NOT good for democracy. Spending public money to promote a democratic outcome in choosing the President of the United States is acceptable and beneficial.
I DON’T say that for many uses of public money.

Interesting. You want the federal goverment to mandate how states run their primaries but yet not how states issue their delegates.

The voters are over 90 percent white in those states but the democratic party is far more diverse. White voters make up less than 60 percent of the Democratic party.
Isn’t a caucus a private event while a primary is a public event?
