No. Those are guidlines (And lose guidlines) and does not include plans. Again - We have discussed this so many time.
You continue to not understand the differnce betwene lose guidlines and advice vs a plan.

If i am a district that had a 3.8% positive rate and this week i hate 4.5% as the 14 day avg- I know that means that that my school should have no larg group activites, I should check in wiht county health to determined if my mitigations plan should change. I know that all grades must wear masks now (While before only had to do it for grades 6 and up), I know my school now must limited all atheltic actives to only students a parents (No grandparenets or siblings), I know i have to review my schedule to only complete with other districts in my level and that cheer and band can only attend home games.

I dont need to check in with the govonor. I dont need to go to the school board and ask “What do i do?” I dont need to tell my principle “lets meet to discuss”. I know what actions i have to take and I do it.

If 2 weeks later the numbers go to under 3% -I dont have to ask all the parenets what do we do now? I dont have to take calls from everyone asking if their 10th grader still needs to wear a face mask. I dont have to start all over.

THEN - part 2 of this is because you KNOW what each catagory means and does -Every school can NOW come up with plans, DETAILED plans on how they move from 1 cat to the other. So when it happens, there is no delay. They know EXACTLY what to do. Each school could have a budget for it as well. Now -no more angry tweets of “OPEN SCHOOLS”. No more consitent back and forth bickering. No more parenets screaming “WHEN CAN WE OPEN” or other parenets screaming “NO WAY WE SHOULD OPEN”. The pan is there. Its accepted. We can do it and move on.

Since you argue that EVERY state has this- please send me the same exact thing for Texas and say North Dakatoa.

I am off topic. The “national plan” is in place and has been for months.

The central government has done everything it can and is supposed to do in this context.

No additional guidance would or will make any difference.

What does it matter if it’s HI, TX or Boston?
7% positive or x amount of cases per 100,000 thousand is a universal metric to be used.

There should be actions that go along with that.

Again, this silly idea that hanging a plan to reopen schools that include “if this then that” is somehow pointless and instead we should just scream “open schools” with guidlines that say “open when you are ready and clean” (which is basicly what the tx one said) is just silly.

And again, shows why Americans trust Biden much more to get it done.
